英文計畫摘要 | 1. Hsinchu is an important scientific and technological city in Taiwan. It is estimated that water demand will increase suddenly in the future. This project plans to set up a interconnecting pipeline between Shimen Reservoir and Hsinchu, so that Shimen Reservoir will be able to support Hsinchu with raw water.Achieving Shimen Reservoir and Hsinchu water resource united development, this project promotes scheduling and backup capability of raw water.
2. The scale of raw water interconnecting pipeline is set to be 300,000 CMD, according to the gap of water demend in Hsinchu 290,000 CMD which is based on water supply situation of 2010 the driest year. In addition, the sceduling and backup capability of raw water interconnecting pipeline is 9,640,000 CMD which is based on current water supply situation, on other hand according to the water supply situation of 2036which is the target year the sceduling and backup capability of raw water interconnecting pipeline is 5,870,000 CMD
3. By estimating the raw water interconnecting pipeline is setting a∮2,000mm pipe which will behind the existing middle pipeline of Shimen Reservoir. The pipeline will pass through Shimen Mountain through the tunnel, and buried under the road along HC 28-1 tertiary roads and turn to provincial highway 3,then setting up a water-conduit bridge to pass through Youluo River and Shangping River, therefore buried under the high rivebank of Shangping River, and turn to Dongfeng Road (122 county highway) until the drop of Baoshan Second Reservoir. The length of the pipeline is about 25.3 kilometers (including 4 kilometers of tunnels, 20.1 kilometers of road buried pipes, and 1.2 kilometers of water-conduit bridge).
4. The implementation period of this project is expected to be about 5 years,with a total cost of 6.8 billion TWD and a construction cost of 7.23 billion TWD. The annual cost during operation is 456 million TWD, the net benefit of the backup water supply is 5.05 million TWD, and the cost-benefit ratio is 1.11. This plan is able to improve water stability in Hsinchu, reduce the risk of water shortage and the loss casue by water shortage.
5. By estimating the underflow water in the Fengshan river is located in the river section between Nanshan Bridge and Duchuantou Bridge.The water is taken by horizontal water collecting pipe, and the designed quantity of water intake is 20,000 CMD, the total cost is 368 million TWD.
6. The underflow water in the Youluo River is located in the upper reaches of the Neiwan Line railway bridge in Youluo River. The water is taken by infiltration gallery, and the designed quantity of water intake is 80,000 CMD, the total cost is 321 million TWD. The underflow water in the Fengshan river and Youluo River will bring into the raw water interconnecting pipeline prject to unified deployment and application. |
